Who We Are

About MOAP

Medicaid Operations Advisory Partners is a Medicaid operational intelligence organization. MOAP applies a governed, repeatable methodology to evaluate administrative operations and transform evidence into executive decision support.

Why MOAP Exists

Medicaid organizations deserve findings they can defend.

Operational assessments can rely heavily on professional judgment and prior experience. MOAP adds a governed evidence standard so findings remain traceable, reviewable, and defensible.

When a Medicaid organization faces a regulatory finding, a contract dispute, or a board-level question about operational performance, the answer cannot be "our experts believe." The answer must be traceable to evidence.

MOAP was built to close that gap. The Operational Intelligence Method™ applies a governed framework to every engagement so that findings are earned through evaluation — not asserted through experience. Experience provides context. Evidence drives conclusions.

Jessica Turner brings a rare combination of clinical and operational expertise to Medicaid operational intelligence. With 18 years of nursing experience and 13 years leading managed care operations, she understands the authorization ecosystem from both the clinical and administrative perspectives.

Her background in Medicaid utilization management gives her direct insight into the operational pressures facing both payers and providers — the compliance demands, staffing constraints, workflow gaps, and data deficiencies that drive authorization delays and denial rates. That insight is the foundation of the MOAP Operational Intelligence Method™.

As a Lean Six Sigma Master Black Belt with a Bachelor's Degree in Data Analytics and certifications in AI-enabled healthcare operational analytics, Jessica translates operational evidence into structured findings, recommendations, and corrective action plans — executive-ready intelligence organizations can act on.

"Few organizations combine clinical expertise, operational workflow intelligence, regulatory knowledge, and data analytics within the Medicaid authorization domain. That integration is what makes the Method's findings defensible — and the recommendations actionable."

Competitive Advantage

Four Disciplines. One Governed Method.

Few organizations bring these four capabilities together within the Medicaid authorization domain. That integration is what makes the Method's findings defensible and the resulting recommendations actionable.

Clinical Expertise

18 years of nursing and utilization management experience that grounds every assessment in clinical reality.

02

Lean Six Sigma Methodology

Master Black Belt-level process improvement applied to Medicaid administrative operations to identify root causes and eliminate waste.

03

Regulatory Knowledge

04

Data Analytics

Structural Advantage

Both Sides of the Ecosystem

MOAP operates across the full Medicaid authorization ecosystem — supporting both payers and providers. This dual vantage point produces intelligence that neither side can generate alone, and enables findings that address root causes rather than symptoms visible from only one perspective.
