The Method governs how MOAP evaluates evidence and reaches conclusions. The engagement process governs how an organization moves from inquiry through assessment and outcome validation.

A Structured Path From Inquiry to Outcome

Inquiry Submission

Submit an Inquiry

Organizations interested in engaging MOAP submit an inquiry through the contact form. The inquiry initiates MOAP's engagement acceptance process.

Inquiries should describe the organization's operational challenges, the type of engagement being considered, and any relevant context about the organization's Medicaid operations.

Organizational Screening

Organizational Review & Screening

All inquiries undergo organizational review and screening before any additional engagement activities are initiated.

MOAP evaluates each inquiry to determine organizational fit, potential conflicts, and engagement feasibility. MOAP reserves the right to decline any engagement at its sole discretion. Organizations that pass screening are contacted to proceed.

Discovery

Discovery & Scope Definition

Following screening clearance, MOAP works with the organization to define engagement objectives, scope, evidence requirements, and success criteria.

This phase establishes the boundaries of the engagement, identifies the operational domains to be evaluated, and aligns on deliverable expectations before evidence collection begins.

Evidence Collection

Evidence Collection & Validation

MOAP collects, validates, maps, and assesses operational evidence for completeness and usability across the defined scope.

Evidence may include workflow documentation, operational data, process maps, staffing models, compliance records, denial and appeals data, and other materials relevant to the engagement scope.

Analysis

Analysis & Intelligence Generation

MOAP applies analytical methodologies and intelligence frameworks to identify findings, risks, opportunities, bottlenecks, and root causes.

Analysis draws on MOAP's clinical expertise, Lean Six Sigma methodology, data analytics capabilities, and deep knowledge of Medicaid regulatory requirements to generate structured operational intelligence.

Findings & Recommendations

Findings, Recommendations & Corrective Action Plans

MOAP develops structured findings, recommendations, corrective actions, and remediation plans delivered as executive-ready intelligence.

Where appropriate, MOAP develops structured Corrective Action Plans (CAPs) that translate findings and recommendations into executable operational improvements. Deliverables are designed for operational leadership — clear, actionable, and structured for implementation. Findings are mapped to root causes; recommendations are prioritized by impact and feasibility. The emphasis is on planning and intelligence generation, not execution services.

Outcome Validation

Outcome Validation

MOAP validates results, tracks corrective actions, and measures whether improvements produced measurable operational change.

Outcome validation closes the intelligence loop — confirming that recommendations were implemented, measuring their effect, and identifying any residual gaps requiring additional attention.
